A study by Luxury France Tours, published in December 2025 and analysing 3 million TripAdvisor reviews for more than 46 European capitals, ranked Luxembourg City first among the continent’s most beautiful capitals, with 18.15% of its reviews containing terms related to beauty.
According to the World Tourism Barometer by the World Tourism Organisation (UNWTO), Luxembourg recorded a 24% increase in international tourist arrivals in 2024, confirming its rapid rise as a travel destination.
Luxembourg City also stands out for its exceptional quality of life: according to Numbeo, the Luxembourg capital ranks second in the world for this criterion, just behind The Hague, ahead of Zurich and other far better-known global cities.
When people think of the most beautiful capital in Europe, their minds naturally turn to Paris or Rome. However, a recent study challenges this assumption. Conducted by Luxury France Tours and published in December 2025, and recently reported by the website Travel+Leisure, it analysed millions of reviews left on TripAdvisor about numerous European capitals to identify an unexpected winner: Luxembourg City.
A result that says as much about the Grand Duchy’s little-known attractions as it does about the changing aspirations of today’s travellers, who are seeking city breaks that are quieter, greener and less overrun with tourists.
To compile its ranking, Luxury France Tours analysed 3 million TripAdvisor reviews covering more than 46 European capitals, searching each review for terms related to beauty, such as “beautiful” or “stunning”. Each capital was then ranked according to the percentage of reviews containing these terms. This is therefore not a subjective ranking drawn up by experts or specialist journalists, but an aggregation of millions of individual experiences from ordinary travellers from all over the world.
Luxembourg City takes first place with 18.15% of its reviews mentioning the word ‘beautiful’, ahead of Bratislava and Monaco, which complete the podium. According to Grazia magazine, Valletta in Malta and Lisbon in Portugal round off the top five, whilst Sofia, Moscow and Skopje also feature in the top ten. These are capital cities on a human scale, far from the densest crowds, which thus dominate a ranking based not on fame but on visitors’ genuine sense of wonder.
This approach, using semantic analysis of travellers’ reviews, has the advantage of capturing what visitors actually feel when describing their experience, rather than relying on pre-defined architectural or cultural criteria. It reveals a holistic and spontaneous perception: that of a city whose beauty strikes even travellers who weren’t expecting much.
Travellers’ reviews first and foremost highlight a level of cleanliness deemed exemplary, which carries significant weight in the overall impression of the visit. Built on a rocky promontory, Luxembourg City boasts a rich architectural and cultural heritage, marked by centuries of fortifications, with its old quarters and ramparts listed as a UNESCO World Heritage Site since 1994. The city blends ramparts, casemates and ancient alleyways with glass and steel buildings, creating a starkly contrasting backdrop that turns every vantage point into a new postcard.
Among the most popular sites, the Chemin de la Corniche is often described as the most beautiful balcony in Europe: this path runs along the 17th-century ramparts built by the Spanish and the French, offering spectacular views of the River Alzette, the Grund district and the Rham plateau. Between the Upper Town, the Grund district nestled at the bottom of the valley, and the Chemin de la Corniche overlooking the Lower Town, the panoramic views follow one after another without requiring long journeys—a feature travellers regularly mention in their reviews.
Parks, green valleys and the banks of the Alzette bring a breath of fresh air to the heart of the city, which travellers particularly appreciate, as noted by Grazia.fr. Once known solely as a financial hub and the administrative headquarters of the European Union, Luxembourg is increasingly establishing itself as a destination for travellers who appreciate nature, culture and a relaxed urban atmosphere. Public transport, which has been completely free since 2020, and easy train or flight connections with France and neighbouring countries round out the profile of an ideal destination for a city break.
According to the World Tourism Organisation’s Global Tourism Barometer, the Grand Duchy recorded a 24% increase in international arrivals in 2024, a trend that continued into 2025. This spectacular rise places Luxembourg among the European destinations experiencing the strongest growth in tourism, without suffering from the overtourism affecting other rapidly growing destinations. It is precisely this profile of an accessible, calm and uncrowded capital that matches the aspirations for city breaks described in the millions of reviews analysed by Luxury France Tours.
In terms of quality of life, Luxembourg also stands out on the international stage. A Statista study conducted in collaboration with Numbeo gives it a score of 220.1, placing it well ahead of the Netherlands and Denmark, thanks in particular to exceptional purchasing power, high levels of safety and high-quality infrastructure. These indicators contribute directly to the tourist experience: a city that is pleasant to live in is, in the opinion of travellers, a city that is pleasant to visit.
Data from STATEC also confirms that Luxembourg residents themselves are among the most frequent travellers in Europe, with 35 tourist overnight stays per year per resident, placing Luxembourg in first place within the European Union for this indicator. A culture of travel and hospitality that is evident in the welcome extended to foreign visitors, regularly praised in online reviews.
The ranking compiled by Luxury France Tours based on 3 million TripAdvisor reviews offers a unique insight into European tourist appeal. By placing Luxembourg City at the top of the continent’s most beautiful capitals, it confirms what many visitors discover to their surprise: the Grand Duchy boasts a wealth of heritage, scenery and people that is well worth a visit.
Exemplary cleanliness, a striking blend of a fortified old town and European modernity, green spaces everywhere, free transport and easy connections with neighbouring countries – all these assets tick every box for travellers seeking less crowded city breaks.
For a country where tourism grew by 24% in 2024, this international accolade comes at just the right time and could well bring about a lasting transformation in the reputation of a capital city that is still too often overlooked.
